Dato Seri Setia Dr Awang Haji Mohd Amin Liew Abdullah (“Dato Dr Amin") was appointed as the Minister at The Prime Minister's Office and Minister of Finance and Economy II on 27 September 2018 and re-appointed on 7th June 2022, and before that was holding the position of the Minister of Finance II from 30 January 2018. Prior to these appointments, Dato Dr Amin was the Deputy Minister of Finance (Investment), while holding the CEO position of Darussalam Assets Sdn Bhd (“DA"), an investment holding company owned by the Minister For Finance Corporation, Brunei Darussalam. Before joining DA, Dato Dr Amin held several key positions with the Brunei Government, including being appointed as the Permanent Secretary of the Ministry of Finance, the Permanent Secretary of the Ministry of Industry and Primary Resources and the Managing Director of the Brunei Investment Agency.

Prior to his tenure with the Brunei Government, Dato Dr Amin worked as a Crude Oil Trader with Brunei Shell Petroleum Co Sdn Bhd in the mid-nineties after returning from the United Kingdom where he worked for ICI Finance PLC as a research analyst in the late eighties / early nineties.

Dato Dr Amin currently serves on the boards of many Brunei Government linked companies in diverse sectors including medical services, hospitality, oil and gas, information technology and education.

Dato Dr Amin graduated with a First Class Bachelor degree from Queen Mary College, University of London in 1984 and both a Master degree in 1989 and a PhD degree in 1993 from Imperial College, University of London. Dato Dr Amin also holds a professional qualification as a Chartered Financial Analyst (CFA) since 2004. He is also a member of CFA Singapore.​

Dato Dr Amin holds the Most Blessed Order of Setia Negara Brunei (Darjah Setia Negara Brunei Yang Amat Berbahagia - 'PNSB') and the Most Honourable Order of Seri Paduka Mahkota Brunei (Darjah Seri Paduka Mahkota Brunei - 'SPMB').

His Excellency Dato Seri Paduka Hj Khairuddin Abd Hamid, graduated with Bachelor of Arts (Honors) Degree in Management Studies in 1989 from University of Brunei Darussalam.

Dato Seri Paduka Hj Khairuddin began his service with the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam as Investment Officer at the Brunei Investment Agency in October 1989.

During his tenure with Brunei Investment Agency, he served various roles in Currency Management Department, Investment Department Portfolio Manager Equity, Asset Management Department, External Fund Management and Middle Office Department in Brunei, London and Boston office until his appointment as Managing Director of Brunei Investment Agency.

After Brunei Investment Agency, Dato Seri Paduka Hj Khairuddin served as Deputy Permanent Secretary (Industry, SME & Tourism) at the Ministry of Industry and Primary Resources (Now renamed as Ministry of Primary Resources and Tourism), Deputy Permanent Secretary (Investment) at the Ministry of Finance and Economy (MOFE), Permanent Secretary (Investment) at MOFE and now as the Deputy Minister of Finance and Economy (Economy).

Currently, he is also the Chief Executive Officer of Darussalam Assets Sdn Bhd, the holding company for Government Linked Companies (GLCs) and holds board membership in Brunei Investment Agency (BIA), Brunei Economic Development Board (BEDB) and Member of Stock Exchange Steering Committee, Investment Committee for Yayasan Sultan Haji Hassanal Bolkiah, Strategic Development Capital Fund and Chairman for Brunei Darussalam Central Bank (BDCB).

Ms Rokiah was appointed as the Managing Director of BDCB on 05 October 2019. She started her career in the Civil Service in 1991 as an Accountant at the Treasury Department, Ministry of Finance where she served for 7 years before her secondment to the Brunei Darussalam High Commission in London.

She was elected by the Board of Governors of the Asian Development Bank (ADB) as Alternate Director of the ADB Board of Directors from 2015-2017 overseeing Brunei Darussalam, Malaysia, Singapore, Thailand, Myanmar and Nepal. Prior to that, she held various positions in the Government Sector including Senior Manager, Brunei Currency and Monetary Board in 2003-2006, Assistant Director of Finance at the Ministry of Foreign Affairs and Trade in 2006-2008, Senior Assistant Accountant General, Director of Revenue Division, Ministry of Finance and Economy and Deputy Accountant General as well as Acting Accountant General, Treasury Department.

Ms Rokiah is a member of the Board of Directors of Brunei Darussalam Central Bank and Sukuk (Brunei) Sdn Bhd and a member of the National Cybersecurity Council, Government Sukuk Management Committee, Financial and Monetary Stability Committee and BDCB Risk Management Committee. She is also the Chairman of Centre for Islamic Banking, Finance and Management. She previously was a Board Member of BAG Network Sdn Bhd and Tabung Amanah Islam Brunei (TAIB).

Ms Rokiah Badar graduated from Huddersfield Polytechnic, United Kingdom in BA (Hons) Accountancy Studies in 1991.

The Executive President is the Chief Executive of the Bank and is responsible for providing an overall leadership, direction and control to the bank for maximizing the fulfillment of its mission, goals, and objectives. Prior to his current role, H.E. Tahir Salim Abdullah Al Amri has been the Deputy CEO, Oman Investment & Finance Co; Director General of Budget & Contracts, Ministry of Finance, Oman; Director General of Treasury & Accounts, Ministry of Finance, Oman; Head of the Office of His Excellency the Minister of National Economy & Supervisor of Ministry of Finance, Oman; Director of the Gas Revenue Department, Ministry of Finance, Oman to name a few. H.E. is an experienced treasury and finance professional with demonstrated successful track record in all aspects of treasury and finance functions.

He served as a Board member of a number of private and public entities with multimillion turnovers for a variety of businesses from a leading local bank to, sovereign wealth funds, shipping and oil and gas industry. He has played leading roles in negotiating financing agreements, writing of articles of association, technical licensing and construction contracts, oil and gas upstream agreements, shareholders agreements, shipping contracts, establishing credit policies and procedures and board audit committees.

H.E Abdullahi is the Governor of the Central Bank of Somalia (CBS). He has over 20 years of professional experience in the aspects of Financial Management. He started his career working with the Finance Ministry of Somalia in 1986, but he worked most part of his adult life in the Private sector in Norway and UK. Abdi’s compassion for aid and development issues has taken him to work in a number of charity organizations operating in Yemen and Horn of Africa.

He was appointed as a Governor of CBS in April 2019. Prior to his current role as Governor and Chairman of the Board of Directors of CBS, Abdi has worked as Senior Economic Policy Advisor for the Office of the Prime Minister in Somalia, where he contributed significant policy reforms in the areas of Public Financial Management.

Abdi holds a Master’s degree in Finance and International Banking (MSc) from Liverpool John Moores University (JMU) in U.K and Bachelor’s degree in Business Administration from Norwegian University of Technology and Science (NTNU).

With a robust background in economics and banking, she has played a pivotal role in shaping monetary policies and overseeing the stability of Brunei's financial system. Rashidah's leadership is characterised by a commitment to innovation and sustainable growth, ensuring the resilience of Brunei's economy amidst global challenges. Her contributions highlight a dedication to advancing financial inclusion and fostering a thriving economic environment in Brunei Darussalam.

Dr. Khaled Al-Dhaher is the Vice Governor for Supervision and Technology at the Saudi Central Bank (SAMA). Dr. Al-Dhaher is responsible for leading and managing SAMA’s Supervision, Development and Technology. He guides SAMA’s strategic supervisory directions to ensure the soundness, resilience and effectiveness of the financial sector in the Kingdom of Saudi Arabia. Dr. Al-Dhaher also focuses on achieving SAMA’s strategic objectives for developing the financial sector and ensuring that SAMA keeps up with the latest financial technology development, such as open banking, virtual assets and digital currencies. Furthermore, Dr. Al-Dhaher leads the efforts for consumer protection aligned with financial institutions to guarantee fairness and transparency in the financial sector.

Dr. Al-Dhaher has over 30 years of leadership experience in technology and financial services. Before joining SAMA, he was the Chairman and Country Managing Director of Accenture Saudi Arabia.

Dr. Al-Dhaher held leadership positions in various companies in Saudi Arabia, the Middle East and Africa. He worked with Microsoft as the General Manager for Saudi Arabia and the General Director of Business Solutions for MEA. Moreover, Dr. Al-Dhaher held the position of Managing Director for Hewlett Packard Enterprise in Saudi Arabia. Dr. Al-Dhaher also worked with Oracle as the Director of Business Applications as well as the Manager of Financial Services Industry Solutions for MEA.

Dr. Al-Dhaher holds memberships in several committees and boards of directors.

Dr. Al-Dhaher earned his PhD in Computer Science and Engineering from the University of Illinois Urbana-Champaign in the United States. He holds master’s and bachelor’s degrees in Computer Science and Engineering from King Fahd University of Petroleum and Minerals in Saudi Arabia.

Dr. Shabsigh is an economist with broad experience in financial sector issues. Prior to his recent appointment as the Secretary General of the IFSB, he served as Assistant Director at the IMF’s Monetary and Capital Markets Department where he had broad responsibilities covering IMF’s work on central banking and fintech.

He led the IMF’s work on Islamic Banking for the past 25 years helping to build international institutions, developing policies and standards for the sector, leading relevant analytical work, and providing technical assistance on Islamic banking regulatory frameworks, central banking operations, and sukuk markets for large number of IMF member countries. His previous responsibilities at the IMF included working on economic reform programs, financial sector development and capacity building, and financial stability assessments, in a wide range of countries from low-income to advanced economies. His previous work experience includes working as a financial analyst and university lecturer.

Dr. Shabsigh holds a Ph.D. degree in Monetary and International Economics, a M.A. in Economic Development, a B.Sc. in Economics and Business, and several professional qualifications in banking and securities market operations.

Atty. Arifa A. Ala, a certified public accountant (CPA) and lawyer, is a career central banker who has extensive experience and technical expertise in banking supervision and regulation. She has worked in different departments in the Financial Supervision Sector to supervise banks and other financial institutions.

Atty. Ala has made significant contributions to the development and enhancement of policies that made significant impact on the conduct of BSP’s supervisory function and processes. She has also played a vital role in the development of programs aimed at strengthening rural and cooperative banks.

As the BSP’s point person for Islamic banking and finance, she chairs the Inter-agency Working Group on Islamic Banking and Finance, which aims to establish a sound Islamic banking system in the Philippines that can operate alongside the conventional banking system. She also sits in the Philippine Halal Export Development and Promotion Board as the Alternate Representative of the Governor of the BSP.

Atty. Ala plays an important role in mentoring banking supervisors. She chaired the committees that developed the courses on Problem Bank Resolution and Supervisory Writing under the BSP’s Professional Enhancement Program for Supervisors.

Atty. Ala earned her BSBA-Accounting degree from the Mindanao State University, her master’s degree in Business Administration from the Ateneo de Manila University, her Law degree from the San Beda College, Manila, and her Master’s degree in Public Management from the National University of Singapore (NUS) and Harvard Kennedy School.

Atty. Arifa A. Ala

Dr. Al-Suwailem is currently Acting Director General of the Islamic Development Bank Institute (IsDBI) and Chief Economist, the Islamic Development Bank Group, Jeddah, Saudi Arabia.

Before joining IRTI in 2004, Dr. Al-Suwailem managed the Research and Development Center at Al-Rajhi Bank, Riyadh, Saudi Arabia. He worked at the Institute of Islamic and Arabic Sciences in America, Virginia; Southern Illinois University Carbondale, Illinois, USA; and King Saud University, Riyadh, Saudi Arabia.

Dr. Al-Suwailem held membership in several professional committees, including the Technical Committee of the Islamic Financial Services Board; Economic Committee of Awqaf at the Ministry of Islamic Affairs in Riyadh; Academic Committee in Islamic Fiqh Academy of Muslim World League; Liquidity Risk Management Working Group at IFSB; and Task Force for Islamic Finance and Global Financial Stability at IsDB, among others.

He obtained his M.A. from Southern Illinois University in 1990, and his Ph.D. from Washington University, St. Louis, Missouri, in 1995. He authored many books and published several papers on Islamic economics and finance.

Mardini Eddie is an Assistant Managing Director at the Brunei Darussalam Central Bank, overseeing monetary operations, development, and international engagements. With over a decade of experience in central banking, he previously served as Executive Director for ten years, leading financial regulation and policy formulation. Mardini also provided expertise as a Senior Advisor at the International Monetary Fund, contributing to global economic insights. His background includes investment management at the Brunei Investment Agency. Mardini holds a BA in Business Administration from Universiti Brunei Darussalam and a Diploma in Management from the University of Kent. He is known for his strategic leadership in financial regulation, monetary policy, and international finance, driving economic stability and growth initiatives.

Mr. Awang Mardini bin Haji Eddie

General Manager, Supervision since February 2022. Holds MBA in International Banking and Finance from the University of Birmingham – UK. Joined the Central Bank of Oman in 1993 at Banking Development Department. Started his career as Assistant Examiner in Money Exchange Section for 6 years, in-charge of Commercial Banking Section for 10 years, Manager-Banking Operations Department for about 2 years and Manager, Islamic Banking Department for 7 years. His current main responsibilities as follows: -

  • Lead the Supervision Directorate to maintain the integrity, robustness, and stability of the banking and financial sector by overseeing performance of the Examination and Surveillance departments

  • Oversee onsite examination and offsite surveillance of financial institutions in order to ensure implementation of risk-based supervision framework

  • Lead the management of change through continuous improvement of Supervision systems, processes and practices taking into account international best practices and changes for effective examination and surveillance of financial institutions

  • Establish robust, fair, and transparent examination process to provide management with early warning signals on the health of the financial institutions that could adversely impact the financial system of Sultanate of Oman

  • Oversee onsite examination and offsite surveillance of financial institutions in order to ensure implementation of risk-based supervision framework

  • Direct preparation of off-site surveillance strategic plans to ensure effective analysis of various reports/returns received from financial institutions

  • Oversee preparation and submission of the necessary periodic reports to ensure timely submission to the executive management

  • Provide operational support to the development of policies, regulations, systems, and regulatory instructions to ensure keeping abreast of international best practices

  • Build talent internally and motivate the team to derive superlative performance by setting the right examples and providing the right training as per the identified training needs

Dr. Walid Hegazy is the Deputy Chairman of AAOIFI’s Governance and Ethics Board (AGEB) and the Managing Partner of the International Law Firm of Hegazy & Partners based in Cairo, Egypt. He has over 30 years of legal experience representing clients on transactions and disputes cross-border transactions and disputes in the MENA region. Dr. Hegazy’s main areas of expertise include Islamic banking and finance, project financing, corporate restructuring and corporate governance.

Dr. Hegazy received his SJD (Doctor of Juridical Science) and LLM from Harvard Law School in Cambridge, Massachusetts.

Dr. Walid Hegazy Deputy Chairman, Board of Ethics of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI)

Mr. Mohammad Shahriar Siddiqui is the Director of the Banking Regulation and Policy Department at Bangladesh Bank, where he has always aimed to work at a progressive central bank. His expertise lies in policy analysis concerning banking and economics, and he is also interested in applying global best practices within national regulations. Throughout his career, Siddiqui has contributed to key policy documents and reports including frameworks on Risk Based Capital Adequacy for banks, Contingency Planning, Stress Testing Guidelines, and the annual Financial Stability Reports from 2010 to 2017.

Siddiqui holds a Master of Economics from Kobe University in Japan, where he excelled academically, achieving top grades in almost all his courses. His thesis focused on the effectiveness of monetary policy in Bangladesh, particularly in relation to price effects from neighboring countries, highlighting his ability to tackle complex economic issues with detailed analysis.

Rifki Ismal is an Adjunct Professor at INCEIF University (Malaysia) and Director in Bank Indonesia (central bank of Indonesia). He has been a central banker for 26 years appointed in various departments and was awarded the best central bank employee in 2017. As an academics, he is a lecturer in more than 17 universities, amongst all are University of Indonesia, Tazkia Institute and, IPB and was a visiting lecturer in Strasbrough University (France). Since 2002, he has published 76 academic papers in reputable international journals (21 are scopus), books and chapter contributors of reference books published by international publishers such as John Wiley and Sons (USA), Springer (Europe and USA), Routledge (Europe and USA), Edinburgh Press (UK), ISRA (Malaysia), supervised 147 both master and PhD students and examined 96 thesis/dissertations.

As a researcher, he was a visiting researcher in Bank for International Settlement (BIS) in 2006 and as the global scholar in the field, he was an Assistant Secretary General (top management) of the Islamic Financial Service Board (IFSB) (2020-2022) a standard setting body with 188 members including 82 central banks from 57 countries, headquarter in Kuala Lumpur. Lately, he was one of the founding members (4 persons) of Cash Awqaf Linked Sukuk (CWLS) project which was awarded the IsDB prize for the most Impactful Achievement in Islamic Economics in 2023. Besides central banker, academics and global scholar, he is a member of the Indonesia National Sharia Board (DSN) – National Ulama Council since 2017. He got a bachelor degree in economics from University of Indonesia, master in applied economics from University of Michigan, ann arbor (USA) and PhD in Islamic finance from Durham University (England).

Ms Nurul Hazwani Saifulbahri joined the Brunei Darussalam Central Bank since 2013. Currently a senior manager in Financial Development, Ms Hazwani has almost a decade of experience in policy making, conducting research on capital market development and was also working closely working with the members of the ASEAN Capital Market Forum (ACMF).

Her currently portfolio is now focused on three key development areas namely Islamic Finance, Sustainable Finance and Digital Finance (through Financial Inclusion and supporting FinTech initiatives).

She graduated with a BSc (Hons) in Mathematics with Actuarial Science from the University of Southampton and completed her postgraduate MSc Business Analysis and Finance from the University of Leicester. Since then, she also completed the Global Certificate Program for Regulators of Securities Markets in both Madrid and Cambridge.

Ayu Afzan Makhatar, is a seasoned bank supervisor with 20 years of working experience at Bank Negara Malaysia (BNM). She is currently the Deputy Director for Supervisory Practice Unit, in Risk Specialist and Technology Supervision Department.

Ayu began her career as a Senior Executive in the Banking Supervision Department in 2003, where she was promoted to Manager in 2011 and subsequently to Deputy Director in 2015. She has supervised various types of banks including commercial banks, foreign banks, islamic banks and development financial institutions. Together with her teams, they were responsible for assessing the risk profile of banks' significant activities - focusing on effectiveness of banks’ risk management control functions covering the Board of Directors, Senior Management, Risk Management and Compliance functions in mitigating risks, and subsequently the impact of these risks on the banks’ earnings performance, liquidity and capital position under stress.

Ayu has led several technical thematic reviews, including the implementation of FRS 9, shariah risk management and outsourcing, as well as part of consultation team to Central Bank Oman to assist the country in developing its islamic bank infrastructure, towards the incorporation of its first islamic bank. More recently, Ayu was tasked to oversee climate and sustainability initiatives for the supervision sector in BNM. She was also appointed as the co-chair of Sub Committee on Risk Management, under Joint Climate Change Committee (JC3), a collaborative effort between BNM and the Securities Commission Malaysia to spearhead and discuss initiatives related to climate change by financial institutions.

Ayu graduated with First Class Honors in Bachelor of Accountancy, from University Technology MARA, Malaysia in 2003. She graduated as the best student and was awarded the Anugerah Pelajaran Di-Raja and MICPA Excellence Award for Accounting Graduates. She took her ACCA exams part-time when she started working, and coupled with her working experience, had obtained her Fellowship from ACCA.

Mohammed Zougari Laghrari is the Head of Research and Relations with Participation Financial Institutions at the Central Bank of Morocco (Bank Al-Maghrib). In this role, he oversees engagement with Islamic financial institutions, specializing in banking supervision and research related to Islamic banking.

Mr. Laghrari's career at Bank Al-Maghrib began in 2011 as a Trainee in the Banking Supervision Department, where he gained foundational experience in financial regulation and analysis. He progressed to become In Charge of Islamic Banking Studies and Research within the same department, focusing on advancing the understanding and development of Islamic finance in Morocco.

With over a decade of experience in the financial sector, Mohammed Zougari Laghrari has established himself as a knowledgeable leader in the field of Islamic banking. His responsibilities include conducting studies, fostering relationships with financial institutions, and contributing to the regulatory framework for Islamic finance in Morocco.

Mr. Laghrari holds a key position at the intersection of research, policy, and industry engagement, driving the growth and stability of Islamic finance within the Moroccan banking landscape.

Dr. Mohammed Zougari Laghrari

Suhail Al Zadjali currently serves as the Assistant Secretary-General (ASG) for Membership Engagement and Resources at the Islamic Financial Services Board (IFSB), a prominent international standard-setting body of regulatory and supervisory authorities that have vested interest in ensuring the soundness and stability of the Islamic financial services industry, which is defined broadly to include banking, capital market and insurance.

In his current role, he is responsible for overseeing the implementation of the IFSB Standards and managing the core functions of the Secretariat, headquartered in Kuala Lumpur.

Suhail is seconded from the Central Bank of Oman (CBO), where he holds the position of Assistant Manager in the Banking Supervision Department. He has dedicated over 16 years of his career to the central bank. Prior to his tenure at the Central Bank of Oman, he gained experience in the Oil & Gas and Electricity sectors for more than four years.

Suhail holds a Bachelor's degree in Administration and Finance from Luton University (University of Bedfordshire) and a Master's degree in Islamic Banking and Finance from Bangor University, both located in the UK.

Ms. Aminath Amany Ahmed has served as a member of the IFSB Secretariat within the Standards Development and Research Department since 2015. Her primary focus has been on the development and issuance of IFSB Standards, Technical Notes, and Guidance Notes. Additionally, she played a pivotal role in the initial development of the IFSB's Prudential and Structural Islamic Financial Indicators (PSIFIs) database and in drafting the IFSB's flagship Islamic Financial Services Industry (IFSI) Stability Reports from 2016 to 2023. Beyond these contributions, she provides technical support across various other aspects of the department's work, including IFSB working papers, the development of awareness-raising programs, and providing support for the implementation of IFSB standards

Dr. Abideen Adeyemi Adewale is the Acting Assistant Secretary-General for Standards Implementation at the IFSB. His journey at the IFSB began in April 2018 when he assumed the role of Lead Specialist for Research, Publications, and Statistics. In this capacity, he oversaw research activities, coordinated the publication of research papers, managed the flagship IFSB Islamic Financial Services Industry (IFSI) Stability Report, and maintained the

Prudential and Structural Islamic Finance Indicators (PSIFIs) database, among other technical responsibilities.

Dr. Adewale brings to the IFSB a rich background in academia, boasting 18 years of professional experience. Of these, eight years were dedicated to serving as an Associate Professor of Finance at the International Islamic University Malaysia (IIUM). Prior to his academic tenure, he gained 10 years of valuable experience in Nigeria, which included a brief stint in a stock-broking firm, followed by a role as a Lecturer at the Department of Accounting and Finance at the University of Ilorin.

Dr. Adewale's academic journey culminated in a Ph.D. in Business Administration with a specialisation in Finance from IIUM, where he also completed a post-doctoral fellowship. He holds an M.Sc. in Finance from the University of Lagos, Nigeria, and a B.Sc. in Finance from the University of Ilorin, Nigeria. In addition to his academic achievements, he possesses numerous professional qualifications that further enrich his diverse skill set.

Yahya Rehman heads the Islamic finance research, capacity building, technical assistance, and advisory team at the Islamic Development Bank Institute (IsDBI). Yahya is a Development Economist and Advisory Services Leader with over two decades of global experience and expertise in Islamic finance, strategy development, feasibility studies, business planning, capacity building, and project management.

Yahya is a member of the AAOIFI Board of Trustees and sits on the AAOIFI’s Audit and Governance, and Nominations Committees, and the AAOIFI Education Board. Yahya is also a member of various technical working groups of the IFSB and CIBAFI.

Yahya is also a member of the Executive Committee of the Global Islamic Finance and Impact Investing Platform (GIFIIP) – a joint initiative of the IsDB and UNDP.

Before joining the IsDB Group, Yahya was Vice President of Development Management Services at Capitas Group International (CGI) in Saudi Arabia.

Yahya has previously worked in management positions at KPMG Saudi Arabia, Ernst & Young Bahrain, and Accenture in the United Kingdom.

Yahya is a Rhodes Scholar with a Masters in Development Management from the London School of Economics (LSE), UK, a Masters in Politics and Economics from the University of Oxford, UK, and a M.Sc. and B.Sc. (Hons.) in Economics from the International Islamic University, Islamabad, Pakistan. Yahya is also a CIBAFI Certified Islamic Banker, an Expert in Climate and Renewable Energy Finance from the Frankfurt School of Finance and Management, Germany, Level 2 certified in Global Value Chains (GVC) from Duke University, USA, and has completed the Leading Digital Transformation and Innovation Programme from INSEAD, France.

Mr. Ijlal Ahmed Alvi has wide-ranging experience in financial services industry with regional and international financial institutions including IIFM spanning over three decades.

As the Chief Executive Officer of the International Islamic Financial Market (IIFM) for the last 18 years, Mr. Alvi has been devoted to the goal of bringing about unification and harmonization in the Islamic finance industry globally and has overseen the development and publication of universal Shari’ah-compliant financial documentation and product confirmation standards as well as related guidance notes.

In addition to his responsibilities as the CEO, Secretary to the Board and spokesperson of IIFM, Mr. Alvi also manages IIFM’s comprehensive standards development process and leads the project specific market consultation exercise, global working groups, legal documentation drafting process and is actively involved in IIFM Shari’ah Board’s guidance and approval process.

He also supervises IIFM’s industry awareness seminars, training workshops as well as the publication of white papers and IIFM’s flagship annual Sukuk Report.

Mr. Alvi has been influential in IIFM collaborating with various international standard-setting bodies and trade associations. Some of these collaborations have resulted in the development and publication of a number of joint standards.

Mr. Alvi has also been part of a number of international steering committees, task-forces and working groups of various multilateral development organizations focused on the advancement of the Islamic finance industry globally.

He is a regular speaker at international conferences and also contributes articles in various international and Islamic finance publications.

Jason has been with BIBD since 2012 and is the Acting Managing Director of BIBD Securities. He has worked across the entire Shariah asset management spectrum with over 10 years of investment management experience. He is currently the secretary of the Brunei Capital Market’s Association

Prior to BIBD Securities, Jason headed the proprietary investment team of BIBD Bank and was responsible for the management of global market investments, including Sukuk (Islamic bonds), Islamic credit-linked notes (I-CLNs) and other medium-term investments.

Additionally, Jason has worked at BIBD’s Singapore representative office, BIBD’s Debt Capital Markets (DCM) team and Citi London. He holds a Master’s degree (MSc) in Finance and a Master’s degree (MEng) in Chemical Engineering, both from Imperial College London. Jason is a CFA charterholder.

Hajah Nurul Akmar binti Haji Mohd Jaafar is an accomplished banking professional with over two decades of experience, currently serving as the Chief Marketing Officer (CMO) at Bank Islam Brunei Darussalam (BIBD). In her role as CMO since October 2019, Hajah Nurul Akmar leads strategic marketing initiatives to drive customer acquisition, enhance brand positioning, and expand market reach for BIBD. Prior to this, she served as the Head of Retail Banking from November 2016 to October 2019, where she played a pivotal role in optimizing retail offerings, improving customer experience, and driving product innovation within the bank.

With a strong foundation in finance, Hajah Nurul Akmar began her career at BIBD as a Manager in the Finance department, where she honed her skills in financial management and strategic planning over a six-year period. Her progression within BIBD to executive leadership positions underscores her dedication and expertise in banking operations. Lutfi Abdul Razak is currently Deputy Dean (Research) and Lecturer of Islamic Finance at the Universiti Brunei Darussalam School of Business and Economics (UBDSBE). His current academic and research interests are within the fields of Islamic Economics and Sustainable Finance. He has co-authored several articles in international, peer-reviewed journals and book chapters and has presented his work at international academic conferences. He received the President’s Award in recognition of achieving the best academic performance in the graduating class of 2019 for the Doctor of Philosophy in Islamic Finance at the International Centre for Education in Islamic Finance (INCEIF), Malaysia.

Lutfi regularly provides consultation and advice to public and private sector organizations. He is currently a Shariah Advisory Board member at Standard Chartered Securities (B) Sdn Bhd, and previously at Bank Islam Brunei Darussalam Securities (BIBDS) Sdn Bhd. Dr. Sutan Emir Hidayat is currently the Director of Islamic Economy Infrastructure Ecosystem at the National Committee for Islamic Economy and Finance (KNEKS), the Republic of Indonesia.

He obtained his PhD and MBA degrees in Islamic Banking and Finance from the International Islamic University Malaysia (IIUM). He was the Head of Business Administration Department (Head of Business School) at University College of Bahrain (UCB) with an academic rank of Associate Professor.

Dr. Hidayat has published quite significant number of research papers in reputable international journals. He is also an associate editor for Journal of Economic Cooperation and Development, SESRIC (SCOPUS indexed) and editor for many journals. He also has published several books and contributed chapters in many books, some of them are published by renowned publishers such as Springer. He is also an Islamic finance journalist. Peter Casey is a consultant to the Islamic Financial Services Board (IFSB), and a member of the Legislative Committee of the Dubai Financial Services Authority (DFSA). He is also a consultant to the General Council for Islamic Banks and Financial Institutions. He was previously the DFSA’s Senior Director, Policy and Strategy, and Head of Islamic Finance, and member of the International Advisory Board of the Emirates Securities and Commodities Authority from 2015-2021.

Peter has been involved in standards development in Islamic finance through membership of the IFSB Technical Committee and several IFSB Working Groups, including those on Special Issues in Capital Adequacy, Governance of Takaful Operations, and Solvency Requirements for Takaful Operators. He has been a consultant to the IFSB on several projects, including its standards on supervisory review in Islamic banking, Core Principles for Islamic Finance (Banking Sector), Retakaful, disclosure in capital markets, Core Principles for the capital markets sector, Core Principles for financial market infrastructures, investor protection, supervisory review in Takaful, and transparency and disclosure in Takaful. He is currently involved in projects on the sustainability of Islamic capital markets and on climate risk in Islamic banking. He participated in the joint IFSB-IAIS[1] working group on Takaful, and in the IOSCO[2] working group which analysed the application of IOSCO’s Objectives and Principles of Securities Regulation to Islamic products. He has undertaken consultancy work for, among others, the World Bank, Asian Development Bank and the United Nations Environment Programme.

Peter has contributed to several books, including recently a chapter on Islamic finance in “Financial Markets and Exchanges Law” for the Oxford University Press.

Before joining the DFSA in 2002, Peter was Head of the Non-Life Insurance Department of the UK Financial Services Authority. Before that, he held senior regulatory posts in the Treasury, the Department of Trade and Industry and the Office of Fair Trading.
